Safety Officer Requirement Calculator | How Many Safety Officers Does Your Site Need?

Free tool to check whether your factory, construction site, mine or dock must appoint safety officers, and how many, under the OSH Code 2020, the Gujarat OSH Rules 2025 and the OSH (Central) Rules 2026.

Quick answer Under section 22 of the OSH Code 2020, safety officers are compulsory in a factory with 500 or more workers (250 if it carries on a hazardous process), a building or construction site with 250 or more workers, and a mine with 100 or more. The number comes from the rules. In Gujarat, an ordinary factory needs one safety officer for 500 to 1,500 workers, two for 1,501 to 3,000, and one more for every additional 3,000.

Safety Officer Requirement Calculator

Answer three or four questions about your workplace. The calculator shows the number of safety officers the law requires, which rule it comes from, and at what headcount the number goes up.

1. What kind of workplace is it?
The usual number on a normal day. If unsure whether to include contract workers, check with your Inspector-cum-Facilitator.
3. What kind of work does the factory do?

How to Read Your Result

  • Required (number shown): appoint that many qualified safety officers and notify the appointment to your Inspector-cum-Facilitator. In Gujarat, the notice must include each officer's qualifications and terms of service.
  • Not required by law: your headcount is below the threshold. You still need someone competent to manage safety. Many units use a part-time or retainer safety professional.
  • Two tagged results: for construction sites the Gujarat rules and the Central Rules use different scales. The calculator shows both and marks the one that applies to your location.
  • Next step-up: the result tells you at what headcount you will need one more safety officer, so you can plan recruitment before an expansion or project peak.

When Do You Need This Check?

  • Labour code transition. The OSH Code came into force on 21 November 2025. Thresholds and scales differ from the old Factories Act and BOCW rules, so recheck your numbers. Our OSH Code compliance guide covers the wider changes.
  • New factory or expansion. Adding a shift or a hazardous process can push you over a threshold.
  • Project mobilisation. Construction headcount rises quickly at peak. Plan safety officers into the construction HSE plan from day one.
  • Inspections and audits. Inspectors, clients and certification auditors check the appointment, qualifications and notification. Keep them in your HSE legal register.
  • Contractor control. Principal employers often require contractors to bring their own safety officers. See our contractor safety management guide.

The Law on Safety Officers

Law / ruleWhat it says
Occupational Safety, Health and Working Conditions Code, 2020, section 22In force from 21 November 2025. Safety officers are compulsory in factories with 500 or more workers, factories with a hazardous process and 250 or more, building or construction work with 250 or more, and mines with 100 or more. The appropriate government prescribes the number, qualifications and duties. The Code replaces the Factories Act, 1948 (section 40B required safety officers from 1,000 workers) and the BOCW Act.
Gujarat Occupational Safety, Health and Working Conditions Rules, 2025Notified on 6 June 2025. Rule 20 and Schedule II set the scales for factories and building work, Rule 21 the qualifications, Rule 22 the duties. See also our note on Gujarat's OSH rules.
OSH (Central) Rules, 2026 (G.S.R. 345(E), 8 May 2026)Rule 18: dock work from 500 workers and building or construction work from 250. Rule 20: mines from 100. Rule 14: a safety committee where 500 or more workers are employed.
Other statesEach state notifies its own OSH rules for factories and state-sphere construction. The thresholds in section 22 apply everywhere; check your state's scale.

Who Can Be Appointed as a Safety Officer (Gujarat)

WorkplaceQualification and experience (Gujarat Rule 21)
FactoryDegree in chemical, mechanical, electrical or fire engineering with 2 years' supervisory experience in a factory; or a degree in physics or chemistry with 5 years; or a diploma in chemical, mechanical or electrical engineering with 6 years. Plus a degree or diploma in industrial safety recognised by the State Government, and knowledge of the local language.
Building or construction workDegree in civil or construction engineering with 2 years' supervisory experience in construction, or a diploma with 5 years. Plus a degree or diploma in industrial safety recognised by the State Government.

Common Mistakes

  • Using the old 1,000-worker rule. Section 40B of the Factories Act no longer applies. The OSH Code threshold is 500, or 250 for hazardous processes.
  • Missing the hazardous or MAH status. A chemical unit with 300 workers needs a safety officer even though it is below 500.
  • Counting only permanent staff. Headcount swings with contractors and shifts. Plan for the ordinary or peak number and confirm what to include with your Inspector-cum-Facilitator.
  • Giving the safety officer other jobs. In Gujarat, safety officers on construction sites must not be given work unconnected with or detrimental to their safety duties (Schedule II).
  • Not notifying the appointment. The appointment, qualifications and terms of service must be sent to the Inspector-cum-Facilitator.
  • No records or training matrix. Safety officers need inspection, training and incident records. A digital training matrix saves hours every month.

Frequently Asked Questions

How many safety officers are required for 500 workers?

Under the OSH Code 2020, a factory with 500 or more workers must appoint safety officers. In Gujarat, an ordinary factory with 500 to 1,500 workers needs one safety officer. A construction site with 500 workers needs two under the Gujarat rules and one under the OSH (Central) Rules 2026.

When is a safety officer mandatory in India?

Section 22 of the OSH Code 2020 makes safety officers compulsory in factories with 500 or more workers, factories carrying on a hazardous process with 250 or more, building or other construction work with 250 or more, and mines with 100 or more. In Gujarat, Major Accident Hazard factories need one from 100 workers.

Is a safety officer required for 1,000 workers under the Factories Act?

Section 40B of the Factories Act, 1948 used a 1,000-worker threshold, but the OSH Code 2020 replaced it from 21 November 2025. The threshold is now 500 workers for factories, or 250 for factories with a hazardous process.

How many safety officers are required on a construction site?

From 250 workers. Under the Gujarat OSH Rules 2025: one for 250, two up to 500, three up to 750, four up to 1,000 and one more per additional 500. Under the OSH (Central) Rules 2026: one up to 500, two up to 1,000, three up to 2,000, four up to 5,000 and one more per additional 2,000.

For factories, a degree in chemical, mechanical, electrical or fire engineering with 2 years' supervisory experience (or other combinations), plus a degree or diploma in industrial safety recognised by the State Government. For construction, a civil or construction engineering degree with 2 years' experience or a diploma with 5 years, plus the industrial safety qualification.

Can a factory below 500 workers manage without a safety officer?

An ordinary factory below 500 workers does not have to appoint one by law, unless it carries on a hazardous process with 250 or more workers or is a Major Accident Hazard unit with 100 or more in Gujarat. It still needs a competent person to manage safety, which many units arrange through a retainer safety professional.
