Legal Requirement of Structural Stability Certificate.

Due to structural deficiencies found within the construction as a result of which buildings collapsed. Therefore, to avoid these situations at a later stage the RERA Act, 2016 has introduced Structure Stability Certificate, although the act has not mandatorily required it to be connected while registering the project. However, states like Andhra Pradesh have specifically mentioned in their rules to connect it while registering the project.

What is Structural Stability of Building?

A building constructed for a specific purpose must satisfy all expected service requirements for that purpose. Among all these requirements, structural strength of the building is one of the most important, which must be satisfied by all buildings. While other requirements address user comfort and efficient use of the building, structural stability certification emphasizes the safety of building users and visitors. Structural stability of a building is the ability to safely transfer loads on the building (self-weight and superloads such as human loads and furniture loads) safely to the soil through various structural members designed and built to satisfy planning requirements per the applicable Codes of Practice.

What Is Building Stability Certificate or Structural Stability Certificate?

A Structural Stability Certificate is required for any building used for public services. Such buildings must be periodically examined and certified by a licensed structural engineer registered on the District Collector's panel. Buildings used for schools, colleges, auditoriums, hospitals, cinemas, and hotels are classified as public buildings.

Who Can Issue Stability Certificate?

For Factory and industrial Buildings: A competent one that has been issued the license for the aim of issuing structural stability certificate for the factory buildings under factories Act 1948 and Rules 1950 can issue Building Stability Certificate for any Factory building within the state of Tamilnadu.

(1) No manufacturing process shall be carried on in any factory building constructed, modified or extended, or in any building has been taken into use as a factory or part of a factory until a stability certificate of in respect of that building in the form given below has been sent by the occupier or manager of the factory to the Chief Inspector, and accepted by him.

I certify that I have inspected the building/buildings, the plans of which have been approved by the Chief Inspector in his letter No_________ dated __/__/____ and examined the various parts including the foundations with special reference to the machine, plant etc., that have been installed. 

I am of the opinion that the building/buildings which has/have been constructed/ reconstructed/ extended/ taken into use is/are in accordance with the plans approved by the Chief Inspector in his letter mentioned above, that it is/they are structurally sound and that its/ their stability will not be endangered by its/their use as factory/part of a factory for the manufacture of ___________ for which the machinery, plant, etc. installed are intended.
